In 1850 Thomas Blackard settled on Russell Creek a few miles south of Taylorsville, renamed Stuart in honor of J. E. B. Stuart after the Civil War. In 1860 Thomas received a land grant on Bull Mountain, which runs for several miles north of Taylorsville/Stuart. In the 1860 census he was in the Arrarat District miles to the west of Taylorsville/Stuart. In the 1870 census Thomas was in the Mayo River District south of Stuart. There is no evidence that Thomas (or his father or brothers) ever lived right in Stuart. He certainly was not a settler in Stuart, because there was a settlement there originally called Patrick Courthouse before Thomas was even born. Thomas's son Tobias did live in Stuart (Mayo Magisterial District) in 1880. Most of Thomas's other children remained to the south of town, not far from the North Carolina boundary. Willoughby B. and William lived at the opposite end of the county, to the northwest, "on top of the mountain," as they say in those parts. W. G. Evidence of Charles being the son of Willoughby is Charles, Aaron, William and Willoughby all appearing in the Wythe County, VA tax lists.

The identity of this son is undocumented and comes only from proximity and census data analysis.

This is what I have: Charles Blackard, date of birth or death unknown, the father of Martha Jane Blackard Earles, married Suzanne (Susan) Steffy Sutphin Hounshell on Nov. 12, 1840. The wedding was performed by the Reverand Jacob Sherrer. (most likely in Marion, VA.) Rev. Sherrer was a Lutheran minister in Marion. Suzanne was born in 1811, place unknown and date of death also unknown. Charles had a second wife named Phoebe. Suzanne had a first husband named Jackson (Jacob) Hounshell.The Smyth County Census for Charles Blackard lists: Phoebe 26, Charles (Austin) 10 and Jane (Martha Jane) 10 years of age. The Wythe County records (1790 to 1850) show the marriage of Jacob Hounshell and Suzanne Steffy on Feb. 24, 1833. They had one son Jeff Houshell who in 1861 joined Co. D. 45th VA Infantry. They lived in the Black Lick area of Wyth County, VA Wythe County Court Record Book 2A page 139 lists the marriage bond of Charles Blackard with Henry Sprinle, surety. This was dated Oct. 17, 1840 for marriage to Susan Hounshell widow of Jackson Hounshell. The marriage was Nov. 12, 1840. I am scaning the pictures now, so hopefully I can send them in a few minutes. So it looks like my Charles did marry Phoebe. I didn't know they moved to KY though.

HD wrote that he had contacted a descendent of this Aaron Blackard living in Burlingtion, NC.

40. Thomas William (William) Blackard

"Jobe's (Blackard) second son was Thomas William Blackard, a carpenter by trade. On Nov 5 1818 he married Sally, Sarah, or Mary Farmer whose father died Sept. 1829. Their bondsmand was Wm. Hargis. THEY MOVED TO TENNESSEE, THEN BACK TO NORTH CAROLINA WHERE THEY DIED. Their son, T.W. Blackard wrote to B.F. Webb in Mississippi." - Lizzie Holeman

The siblings of this family lost both parents as children, Mary Farmer having died in 1835 and Thomas William Blackard disappearing (written notes in the family lore; possible death date 1/11/1865). Toliver Goldstone being 16 years old at the time may have taken the parental role as much as possible. William Merritt being next at 14 would have helped considerably. Perhaps their Mother's brother Daniel Farmer, Jr. was the mentor which brought the siblings here to Johnson Co., AR for he was here and died here during the Civil War, murdered by Union soldiers along with his 15 year old son. In 1842 Toliver Goldstone Blackard was coroner in Newton Co., AR. at age 23, but was soon living in Clarksville, AR and participating in a major way in forming the young settlement with his leadership. Not far from Toliver Goldstone Blackard's home on the outskirts of Clarksville, AR, William Merritt Blackard owned land in the Mt. Olive Community and started raising a family there, just a short distance from his older brother. Five of the ten siblings, Toliver Goldstone, William Merritt, Lucy Tapley, Irvin Hince, and Laurence H. raised their families here in Johnson Co., AR and three, Toliver Goldstone, Lucy Tapley, and Laurence are buried here in the Oakland Cem., in Clarksville, AR. There were two of the Johnson Co. five lost in the Civil War, William Merritt being buried at the Alton, IL prison camp, and Irvin Hince having disappeared at the Battle of Wilson's Creek, MO on Aug 10 1861. Thomas Washington Blackard and Laurence H. Blackard were both living in the household of Susan Farmer Phillips (their Mother's sister) in the 1850 Person Co., NC census and they both served in the CSA from North Carolina. Laurence later married his Aunt Susan Phillips' stepdaughter Martha Phillips and then, after serving in the Civil War from NC, moved to Johnson Co., AR before the 1870 census. There are many, many descendants of these five siblings scattered along the Arkansas River Valley in Johnson Co., AR today. (notes by: Brenda Park Pitts)

The older children of Thomas William Blackard came to AR with their Mothers brothers. The ones who stayed in NC, at least Thomas Washington and Laurence were living with their mother's sister in 1850. I have the census image. 41. Nancy Blackard

John and Nancy first settled in the mid-western part of Lawrence County. on the waters of Shoal Creek before 1828. A deed for 80 acres on Shoal Creek is dated May 13, 1828, between William Clayton and M.H. Buchanan. William had several entries for land on Knob, Spring, and Brushy Creeks.

Frances Snow Blackard appears to have been named after Frances (Self) Snow of Franklin County. The Self family were neighbors and possibly more with the Blackards before our ancestors moved to Caswell County NC.

Since Charles Blackard posted the marriage bond for Frances Self/Spencer Snow. Frances may have been very close to his family and a familiar face in his household. Louise Fuller thinks she was the niece of Charles wife (a Self woman).

Perhaps she was a close friend/cousin/neighbor of Job Blackard as a boy in Bute Co and he named his daughter, Frances Snow Blackard, after this FRANCES SNOW (Frances Self's married name). -andy

"My great-hrandmother was Frances Snow Blackard (Frankey). She was born 28 July 1798 in Person Co. NC, m. 24 Jun 1819 in Maury Co. TN to Zachariah Berry Allen of Virginia, Her father was Job (e) Blackard, b. 16 Dec. 1766. He married Jean Hargis on 31 Jan 1792 in Person Co. NC. I am unsure of his death date. Job's father was William Blackard. That is the sum total of my knowledge on this line. I know that my mother told me her ancestry was "Scotch-Irish" and that certainly jibes with your story of their roots, and is just what I suspected. I have a very good book outlining the history of the Scotch-Irish, and by following the migration pattern there, I am sure that more than one of these lines is from that group of immigrants.

I suspect that the middle name of Frankey (Snow) is a family name, but have no evidence yet, but my instincts. I do have a bit more on the Hargis line, but little else.

You asked if I know where they settled specifically, and when. I am not positive, but they were certainly there before 1832, and Jeremiah was born there. His daughter, my grandmother, was born in Broughton, but that is the only town I have surre knowledge of. I remember Dahlgren being mentioned by family, and also Carmi in White Co., but no others. According to Wanda (Mrs. Charles) Blackard, knowledge of the full name of Washington Radford
Blackard probably came from her father-in-laws research.

He may have been named after the Radford family of Edgecombe(Nash) NC. There was a George Washington Radford born abt 1810 in Nash who moved to Warren/Franklin NC.
