I have found nothing to verify William's birth in Scotland. Also other sources name a John Blacketer as the original immigrant.

William Blackalor -
William Blacketer was born in Mecklenberg County, the son of
William and Rachel Blacketer or Blackelor. In the tithe list for St. James
Parish for Lueneberg County for 1764 William's name appears for 1 tithe. The
Blacketer home was called Rose Hill and was in Lueneberg County until
Mecklenburg County was organized in about 1865.

"12 Sep 1768 from William Decker of M, to Joseph Decker of M, for 10
pds, a certain tract of land of about 100 acres in M, being part of
Henry Decker's patent for 335 [acres]. The tract is bounded by
Deckers Branch, Alexander Boyd, Richard Swopson, the old line joining
WILLIAM BLACKETER's line, 100 acres including the plantation that
Henry Decker settled. Signed - William (+ his mark) Decker. Wit -
John Coleman, Lewis Akin, William Edwards. Recorded 14 Nov 1768."

12 March 1770 there is a land record for William Blacketor in Mecklenburg
County Virginia. It is in Deed Book 2, page 355.
"12 Mar 1770 from John Coleman of M, to WILLIAM BLACKETOR of M, for 10
pds., a certain tract of land of about 100 acres in M on the South
Prong of Colemans Cr and bounded by Deckers Branch, Coleman, the old
line, Miller, Decker. Signed - John Coleman. Wit - Henry Speed. The
deed was acknowledged by John Coleman and Susanah, his wife. Recorded
12 Mar 1770." [Mecklenburg DB 2, p. 355]
"11 Sep 1775 from James Coleman and John Coleman of M, to Mathew
Marable of M, for 510 pds, 5 parcels of land in M, contiguous and
adjoining in 1 solid, straight line; 174 acres is part of a larger
tract of 274 acres patented for James Coleman on 20 Sep 1745; 380
acres was patented to said James Coleman on 10 Jun 1761; 30 acres is
part of a tract of 30 acres granted to said John Coleman on 6 Apr
1769; part of a tract of land patented for Andrew Krugg and sold to
said John Coleman by Christopher Lewis by M deed; the residue, 50
acres, which said John Coleman bought of Stephen Mallett by his
Lunenburg County deed. The whole 800 acres, supposed to be that
quantity, is bounded by Adrew Krugg, the road that leads from
Mecklenburg Court house to Mathew Marable's, A BRANCH OF ALLENS CR,
James Coleman, Mallett, Ann Pugh, Henry Jackson, Willemore, THE SOUTH
FORK OF ALLENS CR, WILLIAM BLACKELOR's dividing corner, Deckers
branch, Richard Swepson, the north fork of the Cr. Signed - James
Coleman, John Coleman. Wit - none. The deed was acknowledged by
James and John Coleman, and Clary, the wife of James, and Susanah, the
wife of Joh. Recorded 11 Sep 1775." [Mecklenburg DB 4, p. 460]
"28 Sep 1778 from Joseph Decker of M, to John Colthorp (Calthorp) of
M, for 100 pds, about 100 acres in M, being part of Henry Decker's
patent for 335 acres, bounded by a sycamore on deckers branch, it
being Alexander Boyd's corner tree, thence to Richard Swepson, WILLIAM
BLACKETOR, 100 acres, including the plantation that Henry Decker
settled on. Signed - Joseph (X his mark) Decker. Wit - Thomas
Nowell, John Nowell, John (+ his mark) Wilkins, James Hamner. Anne
Decker, wife of the sd Joseph, relinquished her right of dower.
Recorded 10 May 1779."
10 September 1787, an appraisal of personal estate of William Blacketer in
Mecklenburg County Virginia. It is in Ct Order Book 1, page 100.
William (1)'s birth date is assumed, but the approximate death date is recorded in Ct. Order Book 1, page 100 - Mecklenberg Co., filed 10 Sept 1787, which names Rachel as administrator of Wm. (1)' estate. -Mary Toft
A John Blacketer was recorded in Dinwiddie Co VA in 1797.
8 August 1806 there is a land record spelling the names two ways:
Blacketer, Blackketter. It is in Deed Book 1, page 41 & 42.
1820 Federal Census of Mercer County, Kentucky.
There listed are John Blacketer, William Blacketer, David Blacketer, and
John B. Lockman, whose was then married to Holly Blacketer. In John
Blacketer's household there are listed 1 m under 10, 1 age 10-16, 1 age
16-18, 1 age 45 and older, 1 f age 16-26, 2 age 26-45,1 age 45 and older,
and 2 foreigners not naturalized. In John Lockman's household the oldest
male and female fit John's and Holly's ages, but they have one foreigner
not naturalized listed. So my question about that is: are those foreigners
not naturalized included in the males and females list? (I know John B.
Lockman was born in Mercer County Kentucky.) Also it makes me think that
there was a recent immigration.
The 1830 Federal Census spells my ancestor's name as John Blackater.
